Eligibility, Prerequisites & Documents Required
PQP Part 1
Prerequisites (±)
Basic Requirements:
- Hold an acceptable undergraduate degree AND
- Hold certification in three divisions including Intermediate AND
- Have completed a minimum of FIVE full years of successful teaching.
PLUS one of the following options:
Option 1
- Hold an acceptable Masters degree*
*Note: For those candidates from US universities whose Masters and B.Ed were completed on the same year, according to new legislation, they are not qualified to take the PQP under this prerequisite option.
Option 2
- Hold any combination of two Specialist and/or Honour Specialist Additional Qualifications (OR one Combined Honour Specialist Additional Qualification)
Option 3
- Have completed course work in a Masters program equivalent to one-half of a Master's degree AND
- Hold one Specialist or Honour Specialist Additional Qualification
Option 4
- Have completed 30 graduate postsecondary credits
If you do not satisfy any of Options 1 to 4 but you have qualifications in Technological Education, contact our office to review other possibilities.
Required Information and Documents (±)
- A signed Supervisory Officer's Form
- Date of Birth
- Completed and signed Conditional Admission to PQP Part 1 Course form for any recently completed prerequisite AQ/ABQ that does not yet appear on the OCT public registry
- For Option 1: send an official transcript from the granting university if the Masters degree does not appear on the OCT public registry
- For Option 3: send an official transcript and a letter from the granting university confirming candidate has completed a half Masters
- For Option 4: send an official transcript from the granting university.
PQP Part 2
Eligibility (±)
You are eligible for admission to Part 2 of the Principal's Qualification Program if you provide acceptable documentation issued by the OCT showing that you hold Part 1 of the Principal's Qualification AND the practicum proposal or the practicum has been completed. Required Documents:
- If you did not take Part 1 at York you will need to submit proof from your PQP Part 1 provider that you have successfully completed either the Practicum Proposal or the Practicum. In the case of those who took Part 1 at York we will have confirmation of completion of the practicum at York.
- If PQP-1 has been completed only recently and does not yet appear on the Public Register, you are required to submit an appropriately completed and signed Conditional Admission to PQP Part 2 Course form. Please go to the OCT web site at www.oct.ca to obtain a form. (See footnote)

The Conditional Admission form can only be signed by the Faculty Registrar when the prerequisite course has been completed and results are available. OCT legislation prohibits us from accepting grade reports, letters of completion, etc., in lieu of the Conditional Admission form.
Required Documents: Part 2 (±)
- If you did not take Part 1 at York you will need to submit proof from your PQP Part 1 provider that you have successfully completed either the Practicum Proposal OR the Practicum. Please complete the Practicum Proposal Confirmation Form OR the Practicum Confirmation Form (PQP-2) and submit to us by mail or fax at 416-736-5023. In the case of those who took Part 1 at York we will already have confirmation of completion. Please note that you must show completion of your practicum and all requirements of PQP Part 2 in order to be recommended to the Ontario College of Teachers for your PQP Part 2 qualifications.
- If PQP-1 has been completed only recently and does not yet appear on the Public Register, you are required to submit an appropriately completed and signed Conditional Admission to PQP Part 2 Course form. Please complete the Conditional Admission to Principal's Qualification Program Part 2 form. (See footnote)

Private School Principals' (PSP) Courses - Parts I and II
PSP Part I (±)
Part I is focused upon developing the skills of those who aspire to be, or are recently appointed, private school leaders. Eligibility is open to all who are willing to make a commitment to the following Core Values of the Ontario Federation of Independent Schools. These Core Values shape and influence the delivery of both Parts I and II:
- valuing the importance of providing transparent school vision, mission and values, supported by an educational philosophy and objectives;
- valuing the importance of hiring proven and qualified school instructors and administrators, who agree to uphold and deliver upon the school's stated vision, mission and values, as promised to families and students;
- valuing diversity in published and applied school policies with respect to race, color, creed, ethnicity and ability;
- valuing open disclosure and implementation of clearly developed, published policies and procedures on all school operational issues, including admissions, education standards, student assessment, human resources, evaluation and reporting practices, sound financial practices, withdrawal, suspension and expulsion;
- valuing effective classroom management strategies, orderly curricular scope and sequence planning, and accurate record-keeping resulting in on-going improvement in student knowledge, ability and achievement;
- valuing sound administrative and personnel management practices, which include strategic planning, policy development, clearly defined job descriptions, performance-based job reviews and professional development;
- valuing financial accountability through sound financial practices, prudent financial management, transparent budget preparation and reporting practices, and short- and long-term financial planning;
- valuing ethical conduct through fair business practices and through clear and published school policies and procedures outlining expectations of all members of school communities (staff, parents, teachers, students, donors);
- valuing legal compliance through knowledge of and adherence to all applicable municipal, regional, provincial and federal legislation and regulations, thus ensuring an orderly, purposeful and safe school environment; and
- valuing a cooperative spirit through a demonstrated acceptance of, respect for, and a practiced commitment to fellow educators.
PSP Part II (±)
Part II is focused upon refining those skills of private school leaders who have confirmed successful completion of PSP Part I (or its predecessor, as originally presented by the Ontario Federation of Independent Schools), or an equivalent program as recognized by OFIS. Proof of completion of Part 1 or its predecessor is also required.
